No Poverty
Though it is hard, achieving the no poverty goal is not impossible and there are plans to create shelters outside of the city to give homeless people places to sleep overnight. Furthermore the state is looking into setting up a funding which would pay homeless people about $15 one day, amounting to $456 being paid out to the homeless on a monthly basis. Though this money does help them survive, it also strongly encourages them to go find work but makes life as a homeless person possible, and demolishing poverty which is defined as people living with less then $1.25 a day.
Zero Hunger
The shelters I mentioned in the previous paragraph could also be used to provide the homeless of the extremely poor with food which would be provided by the state. Food would only be served three times a day though and if someone is to miss it then they will have to deal with their hunger. Furthermore if this is not enough, then there will be soup kitchens set up in the cities where everyone can get free, fresh food, though it will not be restaurant-grade in taste.
Usual meals in these two areas include:
1 Piece of meat (Chicken, beef, pork, etc.): usually produced in local farms rather than it being imported as is the case in top restaurants.
A small salad dish (Could be potatoes, lettuce, tomatoes, etc): also produced locally, usually farmed in the south of the country.
A soup (usually a sort of vegetable soup): ingredients are also imported locally.
A piece of bread or two: baked in the southern regions of Lombardia as well as Tuscany.

However nothing is expected in return where people can leave tips to the hospitals or clinics if they want which would go directly to the government, however healthcare is completely free of charge for every citizen of Lombardia. People coming from foreign countries are charged for healthcare.

When populations surpass the ten thousand people mark, a hospital must be built within the town/ city. Cities with more than one hundred thousand people must provide at least 5 hospitals. Finally very large cities with over one million residences must have at least ten hospitals to ensure that every area of the city can quickly access healthcare. There is no minimum or maximum cap put on the amount of clinics that are found in the cities/ towns/ villages.

Small investigations are launched in schools by the local government to ensure that the teacher counts are correct and fair, these tests are not held at every school. The state will then secure the amount of teachers that must be sent to other schools. Teachers are some of the top paid people in Lombardia to ensure that the job as a teacher stays appealing.

Gender Equality
There will be laws to ensure that women are paid the exact same as men and investigations will be made into companies to ensure that they do not have sexist employers but rather choose who they would think suit the job best. Furthermore children will be taught that neither gender is superior to the other and differences in grading systems according to gender will be abolished.

Government positions should be populated by at least 50% of females, the current number being 32%. The five top-scoring girls for these units are chosen at the end of their school career and recommended to universities. The same thing is done with men, however only three boys are chosen in schools with six being chosen in university.

Clean Water and Sanitation
Water is transported from the mountains all around the country and is filtered multiple times along the way. Furthermore factories will be built in which ocean water can be turned into drinking water. Clean water will be transported from the mountains to water-distribution facilities which are usually located ear cities and towns where massive pumps drive the water through carefully cleaned underground tubes to the cities or towns. These facilities may be underground. These facilities carefully filter the water of any bacteria that may have developed and keep it flowing at zero degrees celsius, which will slow the production of bacteria and keep it fresh in one go. Water must constantly be moving to ensure that it does not freeze.
Sustainable and clean energy
Massive wind-farms are to be built both on and off-shore as well as dams that will be constructed along the most powerful rivers like the Po and the Tiber will supply the majority of the country with energy. Three or four nuclear power plants produce the rest of the energy needed. Furthermore, by 2030 these nuclear power plants should be completely abolished and no longer in use, making the country a completely green country. Finally all houses are encouraged to implement cheap solar panels on the roof to create green energy sources on a personal level while also keeping down the energy usage (turn off lights when not needed) to ensure that the solar panels do the majority of the energy production for households.
Decent Work and Economic Growth
Job opportunities should be cared for by the before mentioned small businesses that are littered all around the country. However if, for some reason, people are unable to find a job that will accept them, they will always be able to join areas such as the police, which are always ready to accept new people into their ranks.

After the taxation increase, the government contacts the steel, aluminium and coal production companies in the north and provides them with more workers to speed up the production and improve trading. When all of these fail, the government introduce austerity measures which reduce spending from the local governments and raise taxation.

Industry, Innovation and Infrastructure
Industry is kept powerful through the point mentioned in the previous point. Once industry sinks in production, more workers are employed to regain the speeds that had been lost. Furthermore industry is a constantly growing factor for the Lombardian infrastructure, especially now when granite and marble are being found in heaps in the dolomites and traded to Asiatic and North American countries for a massive income. The largest exports for these two minerals are the rich Asian cities such as Macau, Singapore and Hong Kong.
Innovation is always very strong in Lombardia with small companies rising from the dirt on a weekly basis, all of which having strong new products and ideas to improve the infrastructure further. Moreover, the country is becoming much more international especially in the universities it possesses, with many internationally recognised professors trickling in and performing their studies.

Sustainable Cities and Communities and Responsible Consumption
I will ensure that the cities are powered off of sustainable energy and that as few greenhouse gases as possible will created in the production of energy to power the entirety of my country. In addition to clean green energy, Lombardia has such powerful recycling facilities that, much like Sweden, it is importing trash from other countries to ensure that its recycling facilities do not run dry. Part of the success is due to the major efforts to successfully split trash into more easily recyclable heaps of trash.
To ensure that the efforts put into recycling are not rendered useless, people are expected to reduce the amount of in-recyclable materials they use in their daily lives.

These points may be some of the most important restrictions to free speech in Lombardia. The Right to Free Speech should not mean that you can make fun of, or insult other people just because you think you are better than them.

If the company's headquarters are not in Lombardia, then only the Lombardian seats of the company will be fined and/ or shut down.
The largest lakes in the country are under strict national wildlife security to ensure that the wildlife is not disturbed in their habitats. Engines which use fossil fuels are completely banned from traversing these lakes and rivers. Some areas of the territorial waters which do not fall into shipping lanes also fall under the same protection. An example of one of these areas would be the Amalfi coast, where only electric yachts or jet skis are allowed to travel.

Peace Justice and Strong institutions have already been mentioned in previous areas of my report. For that reason I will only restate the main previous points:
1. Peace is ensured by the country's relative neutrality to any wars that would break out around them as they have created strong peaceful bonds with all the countries around it.
2. The Civil Law system is the source of justice with no capital punishment being present in the country's justice system, as it is not a fair way of punishment.
The strong peaceful bonds that Lombardia has made allow it to be a perfect example for the 17th Global Goal as it is sharing its technologies and infrastructural advancements with the entire UN rather than keeping them to itself.
